Pokemon GO: Best Pokemon for Ultra League and Premier Cup Teams

The Pokemon GO Premier Cup has the same 2500 XP cap as the Ultra League, but there are two additional restrictions. There are no Legendary or Mythical Pokémon permitted. That would seem to imply that the list above is acceptable as long as the entry is not restricted. However, it significantly alters the meta, causing the tiers to be reshuffled.
